CAP Reform post-2013

The next Perspective

The final agreement on the CAP Reform for the period 2014-20 was approved by the EU Agriculture Council on 16th December 2013. The following regulations were adopted and published in the Official Journal (L347) on 20th December 2013:

Regulation for Direct Payments (Regulation 1307/2013 of the European Parliament and of the Council)
Regulation for Rural Development (Regulation 1305/2013 of the European Parliament and of the Council)
Regulation for the Single Common Market Organisation (Regulation 1308/2013 of the European Parliament and of the Council)
Horizontal Regulation (financing, management and monitoring) (Regulation 1306/2013 of the European Parliament and of the Council)

Additionally, the Transitional Regulation (Regulation 1310/2013 of the European Parliament and of the Council) having the effect of providing for support for rural development schemes during 2014 and of prolonging the Single Payment Scheme for 2014 has been adopted and was published in the Official Journal (L347) on 20th December 2013.

Two Delegated Regulations have been approved by the Council and Parliament. In addition, an Implementing Regulation has been produced by the Commission. All have been published in the Official Journal (L181) on 20th June 2014. They are:

Delegated Regulation 639/2014 supplementing the Council Regulation on Direct Payments (amended by Delegated Regulation 1001/2014)
Delegated Regulation 640/2014 supplementing the Council's Horizontal Regulation
Implementing Regulation 641/2014 dealing with certain administrative aspects of the Basic Payment Scheme

The Commission has also produced a Working Document giving guidance on particular features of the greening conditions, the active farmer rule and the young farmers scheme.

A further Delegated Regulation and two Implementing Regulations were published in the Official Journal (L227) on 31st July 2014. They are:

Delegated Regulation 807/2014 supplementing the Council Regulation on Rural Development
Implementing Regulation 808/2014 creating rules for the establishment of rural development support
Implementing Regulation 809/2014 supplementing elements of the Horizontal Regulation

The Official Journal (L230) on 1st August 2014 contained another Implementing Regulation, as follows:

Implementing Regulation 834/2014 prescribing a framework for monitoring and evaluating the CAP which prescribes information to be provided by Member States to the Commission

Other regulations are awaited, as are national and regional regulations to complete implementation within the individual jurisdictions of the UK.
